Enrolment Scheme

The guidelines for development and operation of enrolment schemes are issued under Schedule 20, Clause 3 (3) of the Education and Training Act 2020 for the purpose of describing the basis on which the Secretary’s powers in relation to enrolment schemes will be exercised.

About the School’s Enrolment Scheme 
  • Naenae School has a home zone, which is a special area around the school.
  • If you live inside the zone, you automatically get to go to the school.
  • If you live outside the zone, you can only go to the school if there’s room, and your name is picked in a ballot (a kind of lucky draw).

 

School Capacity (How Many Kids Can Be at the School) 
  • The school is expected to manage around 335 students.
  • This number is not a hard limit — if more kids from the zone want to come, they must be allowed to.
  • The school can only take kids from outside the zone if they have room below 335.

 

 
In-Zone Students (Kids who live inside the school zone) 
  • They have a guaranteed spot at the school.
  • They don’t need to be in a ballot or draw.
  • The school can’t say no to them just because it’s full.

Out-of-Zone Students (Kids who live outside the zone) 
  • They can apply, but they aren’t guaranteed a place.
  • The school decides each year how many out-of-zone spots are available (if any).
  • If too many out-of-zone kids apply, the school runs a ballot (a fair, random draw).

 

 


 
How the Ballot Works (Order of Priority) 

If there’s a draw, kids get placed into groups. The school fills spots starting from the top group:

  • Kids in special programmes (like Te Pā Harakeke Conductive Education Unit, Kōhanga Te Rā, Tava’e Samoan Bilingual Unit).
  • Siblings of kids already at the school.
  • Siblings of kids who used to go to the school.
  • Kids whose parents went to the school.
  • Kids whose parents work at the school or are on the school board.
  • Everyone else.

Example: If you live out of the zone but your big sister already goes to the school, you go in group 2 of the ballot. But you still need to be picked in the draw if there are more kids than spaces.

 


 

Other Important Things 
  • The school must tell families about the new enrolment zone and process.
  • The Ministry of Education helps check if everything is fair.
  • The enrolment scheme will be reviewed every 3 years (or earlier if needed).

You are in our zone if you live on:

  • Cambridge Terrace – numbers 225 to 341
  • Treadwell Street – all addresses
  • Rata Street#2 only
  • Naenae Road – odd numbers 93 to 203 and even numbers 88 to 184
  • Pilcher Crescent – all addresses
  • Gibson Crescent – all addresses
  • Waddington Drive – odd numbers 9 to 151 and even numbers 4 to 196
    *Plus all side streets off Waddington Drive within those number ranges


You’re also in zone if you live on:

  • Seddon Street – all addresses
  • All streets off Seddon Street, including:
    *Frethey Grove
    *Saxby Grove
    *Ingram Street
    *Toomath Street
    *Wilcox Grove
    *Holmes Grove
    *Swainson Street
    *Kerkwall Drive
    *Haven Grove

 


What do you need to enrol?

You’ll need to show proof that you live in the zone. This could be:

  • A power bill, phone bill, bank statement or tenancy agreement with your name and address
  • Proof dated within the last 3 months

If there’s any confusion about your address (like if your house has two street entrances), we’ll use the official address listed by the City Council.

Special Programmes

Students who live within the school's home zone are meet the criteria for enrolment in the special programme will be enrolled ahead of out of zone students.

Naenae School operates the following Special Programes:

Kōhanga Te Rā - Rumaki Māori - Level 1

Kōhanga Te Rā is a Māori Language (Level 1 – Ministry of Education Immersion Language level) that specifically caters for the provision of education delivered through Te Reo Māori. Students who wish to enrol in Kohanga Te Ra at Naenae School will comply with the following priorities and entry criteria. The maximum number of students that can be accommodated at any one time is limited to 155 students in Years 1-8 (8 classes).

Enrolment Criteria - Who can join?

  • If you live inside the school zone, you get a place before students who live outside the zone.
  • You need to have gone to a kōhanga reo (Māori language preschool) for at least one year with no gaps prior to starting school or attendance at a kindergarten.
  • The principal and Kaiako Matua (lead teacher) must say yes.
Tava’e – Samoan Immersion Unit 

Tava’e is a program that specifically caters for the provision of education delivered in the Samoan language. Students who wish to enrol in the Tava’e unit at Naenae School will comply with the following priorities and entry criteria. The maximum number of students that can be accommodated at any one time is currently limited to 60 students in Years 1-8.

Enrolment Criteria - Who can join?

  • If you live inside the school zone, you get a place before students who live outside the zone.
  • Samoan is the first language.
  • Samoan is spoken in the home.
  • The principal and lead teacher must say yes.
Te Pā Harakeke - Conductive Education Special Education Unit 

Conductive Education is a programme developed specifically to improve the quality of life for people with neuro-motor disorders. Conductive Education treats neuro-motor disorders as a cognitive learning challenge rather than as a primary medical problem. Conductive Education teaches children to achieve and retain their maximum potential towards independence in all aspects of their life. The maximum number of students that can be accommodated at any one time is currently limited to 20 students in Years 1-8.

Enrolment Criteria - Who can join?

  • If you live inside the school zone, you get a place before students who live outside the zone.
  • Children will have Ongoing Resourcing.
  • The principal and lead teacher must say yes.

  • Children with physical disabilities from Conductive Education Wellington Trust preschool.Children with other disabilities from Conductive Education Wellington
  • Trust, preschool.
  • Children with physical disabilities within Zone from local preschools.
  • Children with other disabilities within Zone from local preschools.
