The guidelines for development and operation of enrolment schemes are issued under Schedule 20, Clause 3 (3) of the Education and Training Act 2020 for the purpose of describing the basis on which the Secretary's powers in relation to enrolment schemes will be exercised.
Home Zone
All students who live within the home zone described below shall be entitled to enrol at the school (All numbers are inclusive).
Cambridge Terrace from 188-341 is in zone, then turns into Treadwell street (all address on Treadwell street are in zone, due to the building being connected 2 Rata Street is also in zone),
The zone then runs along Bush Street (All addresses are in zone), Then travels along Naenae Road until Gibson Crescent. 3-229 and 2-186 Naenae Road are in zone. The scheme then follows Gibbs Crescent (All address are in zone) then crosses over Naenae Park to 214 Waddington drive. 1-161 and 2-214B Waddington drive are in zone. The scheme includes all streets off Waddington Drive within the street numbers specified above.
all of Seddon street and all streets off it are in zone. This includes Frethey Grove, Saxby Grove, Ingram Street, Toomath Street, Wilcox Grove, Holmes Grove, Buller Grove, Swainson street, Kerkwall drive and Haven Grove, these streets are all in Zone.
Proof of residence of a property with the home zone will be required (for example a copy of a utility bill with the name of a parent or guardian and an address with the home zone, covering the date of enrolment or earlier). Where a property has two or more entrances on different streets, or where the actual address of a property is in dispute, only the rateable address as recognised by the local City Council will be considered to determine if the property is in or out of zone.
Students who live within the school's home zone are meet the criteria for enrolment in the special programme will be enrolled ahead of out of zone students.

The criteria for acceptance into Kōhanga Te Rā are as follows:
Kōhanga Te Rā is a Māori Language (Level 1 - Ministry of Education Immersion Language level) that specifically caters for the provision of education delivered through Te Reo Māori
Student who which to enrol in Kōhanga Te Rā at Naenae School will comply with the following priorities and entry criteria. The Maximum number of students that can be accommodated at any one time is currently limited to 130 students in Years 1 - 8
All enrolments into the Kōhanga Te Rā must have attended a kōhanga reo for at least one year, be approved by the Principal , and Kaiako Matua.
The Maximum number of students that can be accommodated at any one time is currently limited to 20 students in Years 1 - 8

Applications for enrolments will be processed in the order of priority specified in the Education and training Act 2020.
One calendar month before the application deadline associated with each pre-enrolment period subsequent to the first, a Board must, by public notice in a medium appropriate to the area served by the school:

First Priority |
Will be given to applicants who have been accepted for enrolment in the following special programmes approved by the Ministry for Education: Kōhanga Te Rā - Māori Language Unit Special Programme. Up to the maximum roll of 130 students. Conductive Education Special Education Unit. Maximum roll 20 students. |
Second Priority | Will be given to applicants who are siblings of current students. |
Third Priority | Will be given to applicants who are siblings of former students. |
Fourth Priority | Will be given to applicants who are children of former students. |
Fifth Priority | Will be given to applicants who are either a child of an employee of the board of the school or a child of a member of the board of the school. |
Sixth Priority | Will be given to all other applicants |
If there are more applicants in the second, third, fourth, fifth or sixth priority groups than there are places available, selection with the priority group will be by ballot conducted in accordance with instructions by the Secretary, under Schedule 20, Clause 3 (1) of the Education and Training Act 2020
Applicants seeking second or third priority status may be required to give proof of a sibling relationship.
